Mr. Rafic Hariri confirmed the following objectives for the Lebanese Telecommunication Sector: - The regulatory authority will be under the responsibility of the MPT by January 1st, 2000. - OGERO will be the future Telecommunication Operator in Lebanon. 4- Tasks already achieved: - Since 1995, the maintenance and the operations of the telecommunication network have been transferred from the MPT to OGERO - Currently, the billing is managed by OGERO - Currently, the Provision Of Services (POS) is managed by OGERO - The extension of the network will be managed and implemented by OGERO through the agreement under discussion between OGERO and the Directorate of Equipment and Construction. 5- Tasks to be achieved within the next 18 months: - Transferring the telecommunication fixed assets management from the MPT to OGERO - Transferring the tariff committee to OGERO - Developing a credit management function within OGERO - Transferring and developing the cash collection to be under the responsibility of OGERO - Developing a treasury department within OGERO - Developing a Human Resources Department within OGERO - Developing a new integrated information system - Developing marketing and commercial plans for OGERO - Developing a regulation function within the MPT - Developing a business plan for the period 1998 - 2002 6- Assistance in the implementation of the Finance Function Development Plan prepared by OGERO - Context - Imperative factors which are forcing the Finance Department to change Objectives of the Finance Department of OGERO - The experience of Deloitte Touchhe - General Approach 7- Detailed proposal of Deloitte & Touche - Objectives and domains - Approach per domain - Outputs and expected results - Further urgent developments to be managed directly by the Finance Department - Workplan and valuation 8- General objectives of a Policies and Procedures Manual for Finance (PPMF) - Objectives of a Policies and Procedure Manual for Finance (PPMF) - Contents of the PPMF - Presentation of the General Approach for the preparation of a Policies and Procedure Manual for Finance (PPMF) - Responsibility sharing and respective involvement - Evolution of the PPMF - To clarify positions, functions and responsibilities within the Department - To describe the procedures to be followed in order to optimize the efficiency of the Finance Department - To give the Finance Department a support to reinforce control and delegations - To give a permanent reference to the accounting staff on policies and procedures applicable within the Finance Department B- Contents of the PPMF 1- To procure a reliable base to the Finance Department for further improvements in its organization 2- To focus the efforts for efficiency at all levels for reaching these improvements 3- To ease the works performed by internal and external auditors 4- Organization Charts 5- Detailed description of each section and function within the Finance Department 6- Definition of accounting and financial policies and rules 7- Detailed description of accounting procedures and related flowcharts 8- Job & Position descriptions and job profile 9- Addendum
